In today’s world, cryptography is essential for securing government and industry systems. Future quantum computers, when available, will be able to break the security of most existing public-key cryptographic systems. As a result, the secret symmetric keys and private asymmetric keys that are now protected by current public-key algorithms, and the information protected under those keys, will be potentially exposed.

As a result, the secret symmetric keys and private asymmetric keys that are now protected by current public-key algorithms, and the information protected under those keys, will be potentially exposed.

This includes all recorded communications and other stored information that are protected by those public-key algorithms, to be vulnerable under the so-called Harvest Now Decrypt Later (HNDL) paradigm. Any information still considered to be private or otherwise sensitive will be vulnerable to exposure and undetected modification.

Once exploitation of Shor’s algorithm becomes practical, protecting stored keys and data will require re-encrypting them with a quantum-resistant algorithm and deleting or physically securing “old” copies. Integrity and the sources of information will become unreliable unless they are processed or encapsulated using a mechanism that is not vulnerable to quantum-computing-based attacks.

PQ-NEXT is the continuation of the Horizon Europe project PQ-REACT: Post Quantum Cryptography Framework for Energy Aware Contexts where research is being carried out on NIST standardisation processes, comparative evaluations of different digital signature algorithms, signature hybridisation mechanisms, and the design of a migration framework considering the characteristics of various pilots with heterogeneous scenarios. All the knowledge generated will serve as the basis for PQ-NEXT to secure the smooth transition to the post-quantum era in the EU and beyond.
